Grants damage up or damage down based on the amount of coins Isaac has:
• Less than 30¢: damage up: -Coins × 1/60 + 1.5 (from +1.04 with 0¢ to +0 with 30¢).
• 30-99¢: damage down: -Coins × 1/345 + 1.0869 (from -0.14 with 31¢ to -0.3 with 99¢).
• More than 99¢: damage down: -Coins × 1/3000 + 0.833 (from -0.3 with 100¢ to -0.63 with 999¢).

If Isaac has less than 30¢ upon clearing a room, there's a 40% chance to receive 1-3¢.
