Grants a luck-based chance to fire a fortune cookie tear that deals 5% more damage and displays a random fortune on screen upon hitting an enemy.

The chance to fire a fortune cookie tear equals to 1 / (21 - Luck). When playing as Fiend, the formula is instead 1 / (17 - Luck). The chance is capped at 1/3 at 18 luck (14 for Fiend).

A cooldown of 0.67 seconds exists between displaying fortunes.
