Description
Calculate the average quality of all Isaac's items:
+(4-AverageQuality) × 3 damage.
+(4-AverageQuality) × 2 tears.
AverageQuality × 25% chance to replace future items into random Quality-0 item (ignore weight and itempools).

Trivia
Some people would blame their failure to capitalism, without finding fault on theirselves. They insist on the thought that they've hit the cake of Capitalism (the benefit of Capitalism), so they're countered by capitalism. Literally ridiculous.
Another reason for designing this item is that near the release of PVZ3, most PVZ fan-made game suddenly announce that "Due to force majeure, our game will stop updating anymore." And many people doubt that the blame should attach to EA.
